Its purpose is to address a widely perceived need for improved interagency interoperability in analysis of, planning for, and intervening in complex operations worldwide. Complex operations include reconstruction and stabilization operations, counterinsurgency, and irregular warfare- operations that must draw on all elements of national power to succeed. The goal of the CCO is to help improve the effectiveness of U.S. efforts in pursuing our national interests in complex operations, and to save lives.
