This is the first in the Guardians of Justice series by irene Hannon. I enjoyed her books in the Heroes of Quantico series, and some of those characters make an appearance here as well.
In this story, a federal judge's sister is murdered in a case of mistaken identity, leading to protective custody by U.S. Marshalls. The Marshall assigned to guard her is the best friend of her late husband, and he has opinions of her based on what his late friend told him. Needless to say, as they spend time together and try to figure out who could be responsible for the murder, they begin to feel attracted to each other. It was a good mystery and had a lot of suspense. Both characters had to work through some guilt issues from past relationships, but then, every one has baggage, don't they?
