The original 3 volume set - published in 1991 - (a large single paperback edition appeared in 1994) comes in a neat slipcase, with bright red dust-jackets. Not to be missed! Unlike most books that describe themselves as the "History" of a particular field, this work lives up to, and indeed surpasses its billing. It covers the early, tentative steps towards the creation of the function of JP in the 12thC, the growing importance of the role played by justices throughout the Middle Ages, through to the modern magistracy, and is a work of real scholarship. It also deals with the magistracy as it has been adopted and amended in the countries of the Commonwealth, one of the author's particular interests (he founded what became the Commonwealth Magistrates' and judges' Association in 1970). Sir Thomas was called to the bar in 1935, and then saw war service. He was recruited to the Lord Chancellor's office by accident (as he describes in wry tones) after being demobbed from the Army (with the rank of Lieut. Colonel) when his chambers were demolished by a German bomb. After 4 year's as the Lord Chancellor's Secretary, he was appointed as Secretary of Commissions from 1948 until his retirement in 1977, and was thus in charge of the procedures for the appointment (and removal) of justices of the peace. He was a serving magistrate himself from 1948 on. It is hard to imagine anyone better qualified to have written this impressive work of erudition, but what makes it particularly noteworthy is its emminently readable and cogent style. A "must have" book for all magistrates with an interest in the origins of their function, and a work that will provide enlightenment to anyone interested in the judicial and social history of Britain over the past eight centuries.
