Excerpt from Improvident Civilization: An Address by Vice President Richard T. Colburn, Chairman of Section I, Before the Section of Social and Economic Science, American Association for the Advancement of Science, Detroit Meeting, August, 1897 A plea for the application of scientific methods to the amelioration of socio-economic defects and disorders.
