If the relation of Y and Z is described by a stochastic model which includes some unknown parameter 9, and if we have a set of observations on Y and 2, then a problem of mathematical statistics, or of statistical decision, can be formulated. We want to find a policy function Z based on the observations so that the error may be stochastically as small as possible.
