Kagan is an excellent historian imo, he writes well and he does his historical scholarship very well. There are dimensions that even Kagan doesn't explore, and one is the resulting nature of a culture where military naval and field tactical formations require oarsmen to act in close action. Citizens trained to coordinate their their political actions and appreciating the nature of work cooperation, and the substance of community. How Pericles rebuilt Athens to be the lead city state of the Delian League. It was because Athens was practicing a deeper level of participation by number as well. It is a great book particularly how he summarizes and points out the implications of Pericles's Athens for that time particularly, and in current times in producing a democratic communal functionality.
