Excerpt from Report of the Secretary of the Navy, 1895: Being Part of the Message and Documents Communicated to the Two Houses of Congress at the Beginning of the First Session of the Fifty-Fourth Congress The records of the Department will show that in numerous cases this power of extension has been exercised, and it is believed that few, if any, cases can be found in which a Secretary has refused to extend the time allowed a contractor when a delay was the result of causes beyond his control.
