I loved this book. It is actually a continuation of his other book, Peshat and Derash. Rabbi Halivni offered an opinion in that book that "Israel sinned" so that the first five books of the Bible were not attended to as well as they should have been in the copying thus creating a number of questionable blank spots. The Torah needed restoration. That restoration was performed by Ezra the Scribe helped by the prophets who existed at that time. This idea caused such controversy that Rabbi Halivni expanded on the idea in response to his critics. Thus Revelation Restored was born. Reading RR alone should be sufficient but if you wish deeper background, get Peshat and Derash as a companion volume. I own both.
