An interesting Sci Fi which gives hints rather than clearly outlining the particular world. I enjoyed putting the pieces of the world together into a logical whole, plus trying to solve the several mystery presented in the story. Narrated in first person by a robot trying to become a citizen of a country (city, city-state???) where pollution and dangerous chemicals are everywhere, 'biologicals' mutate spontaneously, and artificial intelligences with the 'quirk' of thoughts outside their programming are accepted as citizens.
