AMERICANS hate war and fervently hope that somehow the world may be freed from war and the threat of war. But they are by no means agreed on the best way of attaining this goal. There is no dearth of plans and blueprints. Books and articles are appearing every week telling us how to win the peace and these are being discussed throughout the nation. The American people are giving far more serious thought to post war problems than they did during the last war. As a result, we have achieved a somewhat clearer idea of the many ob stacles that lie in our path, and of the dangerous impractica bility of such oversimplified formulas as self-determination and disarmament. Since a more enduring peace depends so largely upon informed public opinion, in our country and in other countries, our awakening interest in the problem of the post-war settlement is encouraging. But interest and debate will not suffice. If America is to con tribute what she can and must contribute to the establishment of a peaceful world order, American voters, in whom political power ultimately resides, must realize more clearly than they do now the basic issues of the present crisis and the advantages and disadvantages of alternative policies. This volume attempts to clarify some of these issues and to state as realistically as possible what, in our opinion, America should do to get rid of war and the threat of war.
