Angela R. Morrison is a partner with Earth & Water Law, PLLC, based in Washington, D.C., and she manages the firm's Florida office. From 1990 through 2014, Ms. Morrison was a shareholder with Hopping Green & Sams, before embarking on a solo practice, and she is certified by the Florida Bar in State and Federal Government and Administrative Practice. She was extensively involved with implementation of the 1990 Clean Air Act Amendments at the state level and routinely clients on regulatory, permitting, and compliance matters at federal, state, and local levels, including representation before the U.S. Environmental Protection Agency and the Florida Department of Environmental Protection. She also represents clients on related Florida legislation, in agency rulemaking proceedings, and in administrative litigation. Ms. Morrison has focused most of her 30-year environmental law career on air quality and climate change issues, air permitting, and the siting of energy facilities. She has worked on several hundred air permits and helped license several thousand megawatts of traditional fossil-fuel-fired utility projects as well as renewable energy projects, including biopower, biofuel, and solar facilities. In addition to representing local and state government agencies and industry trade associations, she also represents phosphate, chemical, cement, boat, pharmaceutical, and other manufacturers involving more than forty different categories of air emission facilities. She assists her clients with new source review permitting, new source performance standards, applicability determinations, hazardous air pollutant requirements, risk management plans, emissions monitoring and reporting requirements, renewable fuels, emission trading programs, fugitive sources, minor source permitting, agency information requests, greenhouse gas permitting and reporting, release reporting, and enforcement matters. Ms. Morrison is currently serving on the Executive Council for the Environmental and Land Use Law Section of the Florida Bar, and previously served on the Council for the Section of Environment, Energy, and Resources of the American Bar Association. She was Chair of the Air Quality Committee for ABA Section of Environment, Energy, and Resources, served as Editor in Chief of the Trends newsletter, and was Planning Chair of the Section's 20th Fall Conference. Ms. Morrison is one of the coauthors of the ABA's Clean Air Act Handbook (Title V chapter), third and fourth editions. See less
