JAMES I. MATRAY is Professor of History and Director of Graduate Studies at New Mexico State University. His earlier publications include Japan's Emergence as a Global Power (Greenwood, 2000), The Reluctant Crusade: American Foreign Policy in Korea, 1941-1950 (1985), and Historical Dictionary of the Korean War (Greenwood, 1991).
